Transport Statements

A Transport Statement is a standard report in many planning applications involving an impact on the highway network. Due consideration of the transport implications of a development can be the difference in making a planning application or appeal successful. 

The National Planning Policy Framework, which is a key piece of national policy in England and a material planning consideration in decisions, places high importance on promoting sustainable and safe transport networks. 

Paragraph 115 of the Framework states that "development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe."

A Transport Statement can be a complex report, depending on the size of the development or scale of works and its impact on the highway network. Ensuring the statement is proportionate to the development's impact on the heritage asset is crucial in enabling the Local Planning Authority in making an informed decision.
