Appeal Allows Wales' First Passivhaus Premium Homes in AONB

Viable Placemaking are thrilled to have won an appeal for the first Passivhaus Premium in Wales - a landmark result combining housing delivery, high quality design, and sustainability.


The applicants had gained planning permission several years ago to demolish and rebuild two cottages near the coast in the Isle of Anglesey Area of Outstanding Natural Beauty. The site was an apex plot in the local landscape, being visible from various points in the area and across the coastal line.


Subsequently, they reapplied for an amended design for two carbon neutral, fully sustainable houses which would be the first in Wales to reach Passivhaus Premium status. 


'Passivhaus homes' are designed with a 'whole-building approach', seeking to meet clear, measured targets which facilitate a development contributing towards the Government's goal of achieving net zero. Passivhaus Premium are a step beyond - these buildings produce far more energy than is required to operate them, allowing energy to be transferred back into the wider network.


Although the Council applauded the development's commitment to sustainability, the application was refused due to the design in the context of the AONB.


Following an initial review, Viable Placemaking recommended that we appeal the decision, reaffirming the high quality design and emphasising the importance of sustainability. Our Appeal Statement of Case also highlighted Case Law and relating to fall back positions, which helped support our case.


In February 2025, the appeal was allowed, which is a fantastic result for the clients, who will soon be able to commence work on this pioneering project of housing sustainability.
