Changes to Planning Fees - December 2023

The Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment) Regulations 2023 were made on 8th November 2023 and come into force on 6th December 2023. This means that many applications will see increases in fees from December this year.


Viable Placemaking have included the top FIVE highlights of the regulations which are likely to impact the most applicants and developers below:


  • A 35% increase in planning application fees for major applications;

  • A 25% increase for all other applications which include prior approval applications, minor and householder applications;

  • Removal of the ‘free go’

  • Fees to rise yearly with inflation from 1 April 2025 (capped at 10%, measured by the Consumer Price Index from the previous September);

  • A reduction in the ‘planning guarantee’ period for non-major applications from 26 weeks to 16 weeks (unless exceptional circumstances apply)


If you have received advice from your Local Planning Authority on the fees involved with a planning application, this may impact your budget. Similarly, if you have made plans to submit a planning application by the end of 2023, many applicants and agents will now be aiming to submit prior to the enforcement of the above on 6th December 2023.
